Right click that .tmp file and extract using 7Zip, I extracted using the same temp folder the .tmp file was found. Let 7Zip finish its extraction, there will likely be a few errors, ignore them. Once 7Zip has finished its extraction, close 7Zip and restart the launcher. Launcher should now say its checking integrity of files.
