If you are not using wp-cli, there can be network problem with incomplete download, or your temp folder is unwriteable/full, in some cases php.ini setting mbstring.func_overload which is set to value greater than 0 can break downloads and other stuff.

Right click that .tmp file and extract using 7Zip, I extracted using the same temp folder the .tmp file was found. Let 7Zip finish its extraction, there will likely be a few errors, ignore them. Once 7Zip has finished its extraction, close 7Zip and restart the launcher. Launcher should now say its checking integrity of files.

The image ntvdm.exe is possibly corrupt. The header checksum does not match the computed checksum.
